CPU fan speed problem?

Specs Zotac 9300ITX E1400 Celeron DC, Radeon 4650, 4gig Ram, WD500, Liteon DVD Burner, XP Pro. Dynatron P199 LOW Profile CPU Cooler.

I am not getting my CPU Cooler to run at top speed even when enabled in BIOS.
When I first turn on it goes to full speed of 5800 RPM for a few seconds then drops back to 2800. I think it might be a PWM issue. I have updated to the latest BIOS. I have totally turned off smart fan. Anyone got any clues to whats happening? I am thinking of moving the System fan 3 pin to the CPU 4 pin header and moving the CPU 4 pin plug to the System 3 pin fan header. This should disable the PWM speed control. Any info will be appreciated.

I would do what you are thinking just to double check the fan for the heck of it. Not a popular board. If this just started happening after the bios update I would guess they messed up speedstep/fan control.

Yuck, manual jumped right over the PC Health screen where the cpu fan controls are so while the bios looks a awful lot like the standard award bios I would just be guessing. So all I can do is offer standard advice most of which I bet you have already tried.

Disable C1E (this is the function that reduces the cpu mulitplier and enables low power mode when the cpu is not under heavy load and I beleive it works in conjunction with speedstep )

if that does not help all I can fall back on is to Clear the CMOS, load factory defaults and setup your bios agian. /shrug

Nvidia chipset - not my cup of tea hopefully someone who is more familuar with them will have a clue. I have a little bell going off that speedstep was problematic on some non-intel chipset boards for a while. Latest bios should have fixed it thought so again a useless /shrug. Sorry.
 
Switched the 2 fan headers like I said, Cpu fan is now at full throttle. Obviously a BIOs issue. Possibly Zotac will fix. I ordered a Zalman Fanmate 2 fan controller. I will manually set the speed. Cpu temps dropped from 48 to 36, Onboard GPU dropped from 52 to 47. I will probably set the RPM at 4000 to cut the noise, as at 5800 It is really loud.
 
quick question.. is this a 4 pin/wire fan? if it is.. you can just cut the 4th wire that is the pwm control wire.. and the fan will just run at full speed.. id have to look on my other system to find what color the pwm wire is but i believe its yellow..
 
yes, and I thought about cutting the wire but I hope that Zotac will fix this problem as I would like the BIOS fan control to do its job. I shouldn't have to use a fan controller to do what the BIOS can't.
