Corsair 550 or 520?

The difference is $6.20. So which one should I get? I'm stuck between the two. The 520 has modular but it doesn't have 6+2 PCI-E power. Which one is better?

No, but that's the PRIMARY difference.

One's built by CWT and one's built by Seasonic, but the design is very similar.

Yes, it'll work fine with anything but the absolute top-end cards. It has 2 PCI-E connectors for SLI and it is SLI certified. It should anything up to two 8800GTS or 8800GT cards perfectly.

I have a question does the 18 amps on the 3 12v rails add up or no?

No. You determine the amperage on the +12V rails by first finding out what's the total combined wattage set aside for the +12V rails alone. In this case, the 550VX has 492W on the +12V rail. Divide that total wattage for the +12V by 12 and you get how much amps the PSU has on the +12V rail. In this case, 492W divided by 12 is 41A. So the 550VX has 41A on the +12V Rail.
