Computer dying, time to upgrade!

My current E8400 system is dying and I need to get a new comp up pretty quick.

I was looking at the Sandy Bridge as it seems to hit the price/performance area quite nicely. Although, I have not had a lot of time to do extensive research into it. With my desktop dead, I can only do research while at lunch at work.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Casual PC gaming. Still looking to run BF3 close to max when it comes out :)
2) What's your budget? Are tax and shipping included?
$1k +/- $200 including tax + ship
3) Where do you live?
Southern California
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Need: Case, Mobo, RAM, Opitcal drive, CPU, Possibly GPU, PSU
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Reusing: 2-3 HDD's, Silencer 750W PSU (maybe), keyboard, mouse, monitor, GTX260 (can upgrade later if needed)

6) Will you be overclocking?
No. OC'ing has killed my last 2 mobo's and I just need stability now.
7) What size monitor do you have and/or plan to have?
20" 1620x1050, don't plan on upgrading
8) When do you plan on building/buying the PC?
ASAP unless there is a good deal a week or 2 away.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? etc.
Stability. No SLI or anything. USB 3.0 and SATA 6Gbps nice but not required
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Want to upgrade to Win7, looking to see if I can get a educational key from my gf's college. Unsure if it is necessary to go 64 bit

64 bit is a no brainer; especially when one examines DDR3 RAM pricing currently.
 
PC Power and Cooling

The reason I am unsure if I want to keep it is that my computer is currently not booting due to either a PSU or Mobo problem. I checked all the pins on the PSU to the spec with a DMM and they were in, but I am still cautious.

Have you tried using a different PSU with your current system to rule out the PC P&C PSU?
 
I have not because I figured if I bought a PSU and hooked it up, I wouldn't be able to return it without paying for shipping and/or restocking fee. I know the PSU might check fine at idle and fail under load.

I guess I just figured the mobo was dying because that is what happened with my last one. All I get when I try to boot is a continous short repeating beep. Which is either mobo or PSU right?

Yeah either of those. If the PSU fails under load, then it's more than likely the PSU.
