Ive always had bad luck with PSU's. Is that one decent? I don't want to spend a bunch of money. Going to be getting like, a 7950gtish and an e4500 or higher with just two hd's.

IIRC, you'll be getting a Wintec-built unit.

Basically an Ultra V-Series 500w with modular cables ... or at least that's what I've read elsewhere.
If it's any help, I had my V-Series 500w running a 7800GT, X2 3800+, and two HDDs without a problem.

Yep. Just a modular V-Series.

It'll work fine, but don't expect power factor correction or any kind of decent efficiency.

Hrm, the case Im getting I can spend 10 dollars extra and get http://www.tigerdirect.com/applications/searchtools/item-detailsInactive.asp?Sku=ULT31851 with it. Should I spend the 10 dollars? It does seem like a lot better of a PSU.

For $10? Yeah.

The X2 550W is continuous rated. The XVS 500W is peak.

If you are looking for a good power supply on a budget, I would get a 500 watt OCZ or Corsair. They both get consistant good marks and have great warranties.

And neither of those come bundled with the case the OP is looking at.
