Command Rate Vs Latency?

For what ever reason I can't run my RAM at the specced speeds 1600@7/7/7/24 so I'm trying different things before I decide if it's worty sending back. I've got a Q9450 and a P5E3 Premium to play with.

@1275 I can run it at:
5/5/5/20-2N or at 9/9/9/24-1N so I wonder which is better for a system performance: Lower latencies or a lower command rate (taking into account the Core 2 Quod)???

after playing around with it for a bit I have it at 5/5/5/20-2N (1.9V) or at 7/7/7/24-1N (1.82V)???
 
I can run it Prime95 stable at 3.4 with all voltages on spec. Any higher and I have to start playing with volts/etc for very little return.

Even if I only run it at 3.2 (which is the lowest FSB that will let me run the RAM at 1600) I still can't get the RAM working at that speed.
 
hmm Can the X48 support a true 1N command rate at all memory multiplier settings ? I seem to recall Asus X38 boards that susposedly allowed 1N rates on one or two mulitplier settings but it was flakey. I took a quick look at the X48 MCH datasheet and see no mention by Intel of supporting memory timings with a 1 command clock tick. God only knows what Asus has done in the bios.

Just a random thought, I probably missed some press annoucement somewhere.

Good question but, I have sneaking suspicion that it won't really matter or be beneficial until after Nehalem and ICHs on Intel CPUs.
