Cheapest Quad-core PC

Hey, I've been out of the loop, and haven't had time to read up on what's the latest and greatest.My friend is asking me to help design him a system, and I don't really have the time do a full investigation. I'd like some tips.

He's mostly going to be doing video editing. No gaming. So I assumed quad-core would be the best for him. I just mainly need to suggestions on the cpu, ram and mobo. I can figure the rest out. Only has 800-1000, but I think Quad-core would be really helpful, so try and fit that in.

What parts does he need for that $800 to $1000 budget? Be as specific as possible.
 
Everything that would go in the desktop unit, except the chassis. No mouse, keyboard, or monitor.
 
My opinion for CPU + MoBo + RAM combination.

P35-DS3R- Great overall board if you do not need SLi. Good headroom for future upgrades and if need be you can get the P35C and be ready for DDR3 memory when it has fully matured.

Q6600- Programs he'll be using will more than likely be able to utilize all 4 cores. Plus you don't need to pay the extra $$$ for a Q6700 cause with the board+proc combination you can OC to that level and above with very minor adjustments.

G-Skill DDR800- Great "Bang for the Buck" memory. Not the best timings, not the best overclocker, but for their prices in many e-tailers these modules can't be beat.

Also, I think your friend has the budget for 4GB of RAM:
