Catalyst 3650 reset/express GUI setup help

Hey guys,
To update my church network I thought I would dive into the scary world of Cisco managed switches...
The one I have - a Cisco 3650 24port managed switch off ebay seems to boot fine, it is that the reset routine called out does not work.

Symptoms:
Power up, the choir of fans starts up and the syst LED blinks fast until all lights light up and then it comes to rest with the SYST and ACTV lights on solid green from the bottom row. and also the STAT light is solid green. when I hold the mode button per the documentation, (3 second duration) the STAT LED turns off and the DUPLX LED turns on,( next one down the top row)

Can any [H]Network techs help a simple end user assistant out?

Uggh, the power-on and hold reset for a few minutes works, but that presumes you're consoled into the device with the blue "rollover" cable. Once that happens, you have to run a few CLI commands to initialize the filesystem, remove the old config, and reboot the device.

Yeah step one with pretty much any rack/enterprise gear that's not UniFi or other centrally managed/autoprovisioned equivalent is to get your serial cable connected. Basically none of these switches will have a web interface enabled by default.

The device was reset, but express setup would not launch. i picked up a usb/microusb cable, installed the Cisco driver and proceeded to [H] the crap out of that switch! 24 ports, 22 of them split into 4 /24 VLANs with DHCP. BOOYAH
