Update: Solved

Long story short, need to shrink a volume on a hdd before I clone it to an 80gb ssd. The partition is 150gb and only about 55gb is in use. I defragmented but windows still says that 0mb are available.

Try EASEUS Partition Master Home Edition Free.

Thanks, EASEUS worked fine.

I was trying to swap my old 80gb intel ssd into my lappy but I didn't want to have to bother with the recovery disc crap to do a fresh install.

Anyway, huge success. Start up time is down to 19 seconds from 70 seconds with the stock 5400rpm hdd.
