It can.

But you don't want to buy a PC made by Cyberpower: They're pure crap. There's a reason why they're cheap. Case in point: That Cyberpower comes with an extremely shitty PSU.
 
read the reviews on the site. if you really want to o/c you should build your own.
 

As Danny Bui noted, I would not get that system at all, no matter how the quality of most of its core components are. There are several major cost-cutters in order to get it preassembled at such a "low" price (which I feel isn't all that low given the slow GPU and the really craptacular PSU that might not be even able to handle that system at even its stock speed). And that's not to mention that CyberPower PCs in general have really piss-poor assembly quality, with parts commonly falling off and potentially damaging or shorting out other internals in the PC during the initial shipment after assembly.
