You have a sound card or other pci e device installed? Your cpu supports 20 pci e lanes including any nvme/m2 ssd. PCI e @ 8X should still be plenty for your video card though, PCI e lane layout

This. There is a power saving feature of PCI-E that will limit the amount of bandwidth fed to the card if the card doesn't need it. The render test puts a load on the video card, which will increase the bandwidth available through the slot.

That or change the power setting in power management. But it is normal to get 2.0 speeds and lower x when in powersave modes.
