Update 8/27/2015 bought some stuff

Approximate Purchase Date: e.g.: within this month

1. What your budget is (and whether it includes taxes, shipping charges, and/or other costs)

Around 2k or more if need be ( budget amount including what I already bought)

2. Which parts you need within that budget

Monitor = a good monitor that fits my build (1440 at 144hz maybe or something cheaper but takes advantage of setup)
Case = in case i dont need 750d im open to suggestions
Case Fan(s) = if needed what sizes and how many
CPU Cooler/Heatsink with Fan (HSF) = undecided whether to go air or water cooling (close loop) for the i7 5930k

Not sure about Seagate Hard Drives at this time, I'm just going by complaints showing up.

Generally, most of the above cases really won't need additional fans. But try them out first and then decide if you really need extra fans.

If you're planning to overclock and want some semblance of quiet, I would look at the H100i GTX:
$112 - Corsair Hydro H100i GTX Liquid CPU Cooler

If you're planning to overclock and don't care about noise, the Seidon 120M isn't a terrible choice:
$90 - Coolermaster Sedon 240M Liquid CPU Cooler

If you're not planning to overclock and want as low noise as reasonable possible, I would look at these HSF:
$47 - Scythe SCKTT-1000 HSF
$76 - Noctua NH-D14 HSF

If you're not planning to overclock and don't care too much about noise, then I recommend this HSF:
$31 - Cooler Master Hyper 212 Evo HSF

If you're planning to overclock and want as low noise as possible, I don't really have a recommendation for you as I don't think any HSF that's quiet by SilentPCReview standards is going to be enough cooling for an overclocked 5930K.

Dominator RAM in general are rarely worth buying. Not to mention that a 4 x4 set means a more costly future RAM upgrade down the line if you want to use more than 48GB of RAM. I recommend getting this cheaper Corsair 2 x 8GB DDR4 2666 RAM set instead:

I actually bought a corsair vegeance 4x4 16gb instead, just saw your suggestion a bit too late. someone suggested the corsair dominator to me but then i saw the price and thought it wasn't worth it
