1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Mostly Gaming. Being able to run Guild Wars 2 on high.

2) What's your budget? Are tax and shipping included?
$800 is the budget with shipping and tax

3) Which country do you live in?
USA, San Jose California

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU (Prefer Intel), Mobo, PSU, Graphics Card(Prefer Nvidia), Case, RAM, Hard Drive. I am not sure if a DVD-R drive is necessary for a new build. If it is then please include it.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Just Monitor, mouse, and keyboard.

7) What is the max resolution of your monitor? What size is it?

With tax, you should be a little over $800. Unfortunately, Nvidia isn't a good choice for the money unless you're willing to spend an extra $75 to $100.

I'd replace the HDD with an SSD and just get a radeon 7770 which will run guild wars on high, also a 7770 will be about 100

Amazon charges sales in CA. Those ARE Amazon.com links. He's got room in his budget for the HD 7870 so might as well get a fast card, especially if there's a chance he might upgrade his monitor.
