What $300 and below prebuilt atom servers are you talking about?
I was thinking about something like this:

Well if it was me and if the Atom server wasn't from a reputable manufacturer (HP, Acer, Asus), then I would build it myself, even if costs more. Simply put: I will not trust my data in a PC powered by a crappy PSU like the ones you find in most Foxconn prebuilts or barebones.
EDIT: Ignore my last statement about the PSU in that particular Foxconn barebones: it's CWT made so it should ok-ish

Judging from the many stories/reports of Asterisk working just fine with P4 based setups, an Atom Dual Core will be just fine. Same goes for the web-server and data/file server. An Atom based setup will be just fine for your needs.
As for that Foxconn you listed my personal opinion would be no, unless you really like the case. Essentially its a 75 dollar board. Inside a 55 dollar case/psu combo to get your 130 dollar price. For me atleast the case itself would not be good enough in the long run, So I would rather spend the money on a case that will allow more expansion up front.
So with a 300 Dollar budget to build a low power file server (minus drives of course) This is what I personally would build.
90 Intel BOXD525MW Intel Atom D525@ 1.8GHz (Dual Core)
30 G.SKILL 2GB 204-Pin DDR3 SO-DIMM DDR3 1333
125 CHENBRO ES34169-BK-120 0.7 mm SECC Pedestal Server Chassis 120W
35 SYBA SY-PCI40025 PCI Low Profile SATA II (3.0Gb/s) Controller Card (uses the Sil 3124 controller so it should work fine for *nix)
6 NORCO RISER-1U 1U Riser Card - OEM
Shipped total of 312.53..
And a few dollars could be shaved off going with an atom d510 And DDR2, But for the few dollars in savings its not worth stepping down to the slightly slower CPU & Memory.. Unless of course you already have the DDR2 ram laying around & then your at a savings of about 40 bucks..
