i have this stuff already:

Athlon x4 Am3 cpu or Phenom 9850
DDR3-1600 ( 1 stick of 2 GB)





i am looking to spend $600-900 usd. i am not looking to be raid on all of those drive. i am looking to build like at least 24 drive. i am using WHS2011, windows 7 or windows 8 when it it available.
 
Only 20 storage + 1 OS drive since I couldn't find the Norco 4224 for sale from a reputable site:
$95 - Gigabyte GA-880GA-UD3H AM3 AMD 880G ATX AMD Motherboard
$50 to $90 - IBM System X ServeRAID BR10I SAS/SATA Controller
$50 to $90 - IBM System X ServeRAID BR10I SAS/SATA Controller

$300 - NORCO RPC-4220 4U Rackmount Server Case
$80 - 4 x Norco C-SFF8087-D SFF-8087 to SFF-8087 Multilane SAS Cable
$15 - Norco C-SFF8087-4S SFF-8087 to Multi-lane SATA Reverse Break-out Cable

Total: $700 to $800

Use those four SFF-8087 cables to connect the BR10i controllers to the Norco's backplane. Use the Reverse break out cable to connect four of the motherboard's onboard SATA ports to the Norco's backplane.
