This build is for my brother i picked out these parts so far. But i'm still up for suggestions.

Gaming(The Old Republic,AC 4 newer games like watch dogs and such) Web browsing and watching netflix and youtube.

Since your bro's most intensive usage is gaming, go for Intel instead since Intel will provide faster performance in games:
$130 - Intel Core i3-4130 CPU
$73 - MSI B85M-G43 Intel B85 mATX Motherboard

That PSU is a tad low for a card like the GTX 660. So I recommend this PSU instead for $11 more:
$61 - XFX Core Edition PRO550W 550W PSU

That Kingston RAM in your list is overpriced since this slightly faster Kingston RAM is $10 cheaper:
$70 - Kingston HyperX Blu KHX1600C10D3B1/8G 8GB DDR3 1600 RAM
