So client of mine has a old custom machine that needs to be upgraded. We are looking to do a i7, 16GB or more, 1GB VideoCard, 256GB SSD with 2-3TB data drive. Client does photoshop and other photo maninipuation. Case needs to have multiple front USB Ports, USB 3.0 and 2.0. Or I can try to do a high end Optiplex and add the necessary gear

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
- Client runs Photoshop, and standard computer use - Web, Email, Word

2) What's your budget? Are tax and shipping included?
- Under $2000. I need to build the machine for client. Normally everything from NewEgg

3) Which country do you live in? If the U.S, please tell us the state and city if possible.
- US, New York. Generally order from NewEgg

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
- Everythign but a monitor: Case, Power, CPU, Memory, Hard Drive, Videocard, Operating System, DVD, etc

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
- Not re-using

6) Will you be overclocking?
- No

7) What is the max resolution of your monitor? What size is it?
- Ultrasharp 24" 2560x1200 (I believe)

8) When do you plan on building/buying the PC?
- Now

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
- Client needs lot of USB Ports, Lots on Back and Lots of Front. Need Case that has more than 2 Front USB. USB 3.0 would be good

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
- Nope

I am a Dell reseller and generally like to go with Dell.

I see a Optiplex 9010, I could do Intel Core i7 3.4Ghz, 16GB, Radeon 7570 and then do drives seperately. Not sure how this would compare. I do like the 3 year warranty.

That Dell Optiplex 9010 MiniTower with the mentioned upgrades looks ok but the GPU is a slight problem as Adobe software tend to take better advantage of Nvidia cards rather than AMD GPUs. So swap out the GPU for a Nvidia GTX 550 like this:
$125 - MSI N550GTX-Ti Cyclone OC GeForce GTX 550 Ti 1GB PCI-E Video Card

Also RAM wise, I'd stick with the 4GB option and just upgrade the RAM with a 2 x 8GB set like this:
$100 - G.Skill Ares F3-1600C10D-16GAO 2 x 8GB DDR3 1600 RAM

Would get you about 20GB of RAM. Since Dell is making you buy Windows 7 Pro, might as well take advantage of its 192GB of RAM capability (Windows 7 HP is limited to only 16GB of RAM). SSD wise, grab a 256GB Crucial m4, Intel 520, Samsung 830, or Corsair Perforamnce Pro series SSD.

For comparison purposes, here's what a very rough DIY setup:
$408 - Intel Core i7-3770 CPU + MSI Z77A-G43 Intel Z77 ATX Motherboard
$100 - G.Skill Ares F3-1600C10D-16GAO 2 x 8GB DDR3 1600 RAM
$125 - MSI N550GTX-Ti Cyclone OC GeForce GTX 550 Ti 1GB PCI-E Video Card
$210 - Crucial M4 CT256M4SSD2 2.5" 256GB SSD
$168 - Hitachi Deskstar 7K3000 HDS723020BLA642 2TB 7200RPM SATA 6.0Gb/s Hard Drive
$50 - Antec NEO ECO 520C 520W PSU (ON SALE NOW! SO BUY NOW!!!!)
$140 - Windows 7 Professional SP1 64bit OEM
---
Total: $1201 shipped

Only thing with the Dell is I am not sure it has the necessary power for the graphics card.

Any solution for that?

The newest version of Adobe CS seems to prefer AMD cards.

Shit, it doesn't. Maybe stick with the original AMD choices due to the reason Zepher provided:
Hmm true. I stand corrected if the OP's client is going to use CS6 in the future.

So maybe the stock Dell good to go?

I honestly make more on it and easier to support down road, less build and hassle.

Besides the RAM upgrade I mentioned, the Dell should be ok.
