I've been given the honor of being Mr. IT Guy for my church (woohoo!). That said, they want to replace a computer that they've been using.

1) What will you be doing with this PC?
We will be using it to run ProPresenter to display lyrics on a projector and edit "HD" video. I'm going to assume the maximum resolution of 1080p content, since they were vague as to what "HD" meant.

2) What's your budget? Are tax and shipping included?
I don't know the actual "hard limit," but I'm trying to keep this pegged to $700.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Not really willing to give my location, I hope you'll understand. We have a Microcenter that's two hours away, and we have a Toyota Corolla that gets 36 mpg highway.

4) What exact parts do you need for that budget?
CPU, RAM, PSU, Case, Optical, HDD (SSD?), OS, keyboard and mouse

5) If reusing any parts, what parts will you be reusing?
I believe we have an old CRT that's still in good, working order.

6) Will you be overclocking?
Nope

7) What is the max resolution of your monitor? What size is it?
I'm going to assume 1280x1024 for the CRT.

8) When do you plan on building/buying the PC?
In two weeks' time

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support?
Included Wi-Fi would be nice.

10) Do you already have a legit and reusable/transferable OS key/license?
I have an academic license of Windows 8 Pro x64, but that's probably not legal. So we'll be likely purchasing Windows 7 x64

Here's what I have planned so far:
Windows 7 Home Premium x64

I wanted to go ITX because the computer's going to be in a crammed setting somewhat. The computer is going to have to last for awhile too, hence the quad-core and 8 GB of RAM for basic video editing and presentation. Currently, I think our team is using some dude's older Macbook Pro (Core 2 Duo) and passing it around for church. So if the Core 2 Duo can do what they need, this one would be overkill. I probably could and should drop it down to an i3.

If it's going in a confined space, you could get a smaller case to aid in ventilation. The Silverstone SG05-300 would be a great fit, but it would require a slim or external ODD.

The 380D is a decent PSU, but for $10 more, you can get into the Seasonic SSR-360GP. 80+ Gold and made by Seasonic (I think the 380D is made by FSP, IIRC).

Given that they are using a projector, you may want to consider a CPU with HD4000 graphics - not sure if that is overkill or of HD2500 is enough...

I second Danny Bui's recommendation of buying a prebuilt system instead of going DIY.
