I hate doing builds outside the U.S. So I'm asking for some help here, friend of mine wants to build a PC that lives in the UK and asked me for advice. I'm not sure what prices are like over there, much less where to buy parts from so maybe someone here can help out.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
"The PC will be mainly used for editing using Sony Vegas. But I want to experience a surround system also, I've been planning to have perhaps Eye Infinity the theory behind is simply awesome. At the moment I'm not too fussed about Gaming on the PC but maybe in the near future I may get into it. But it would be ideal to have a desktop PC that will allow me to upgrade parts in the future."
2) What's your budget? Are tax and shipping included?

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

He has no specific needs in a motherboard. Although if he intends to do eyefinity/NVSurround then he'll need multiple GPU support.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?

The million-dollar question is where your friend plans on buying parts from. I know of a couple of popular UK-based retailers (per the FAQ), but he may have a "favorite" that he uses all of the time.

We also need to know whether your friend is using the consumer version of Vegas or the professional level. (For a gross oversimplification, it's essentially the difference between Adobe Premiere Elements and Adobe Premiere Pro.) That may determine whether we can factor in gaming or we should focus more on video editing.
 
UK member here. I buy from Amazon and Ebuyer these days. Scan had an incredibly bad reputation a while ago.
 
The other supplier I rate is Quietpc - truly excellent service.

As for Scan, they seem to be fine as long as nothing goes wrong. Returns and warranty issues were highly problematic per my circles of friends.

So £2000 is a lot more money than I thought so I had a slight bit of trouble trying to find ways to use up that money. Hence the 64GB of RAM and the hex-core CPU. I went with a 750W PSU to cover any potential Crossfire and heavy overclocking plans. From what I can tell, Nvidia cards aren't suitable for Sony Vegas due to some weird CUDA issue. One of those 2TB drives is for storage and the other is for your output. The SSD is for the OS and programs.

A lot of those parts are on sale this week so BUY THEM ASAP!
