Little edit - I'm mean, so what. I'm entitled to an opinion.
Socket 939 is dead. I say this as I until very recently ran a single core socket 939, and I loved it. It still sucks.
Socket AM2, in my opinion, isn't a whole lot better. Via is a joke. I wouldn't use anything but nvidia chipset for a motherboard unless it was a server.
Your comment about windows made me cringe. I hope you do get nailed by Bill and co. with your pants down and a pirated XP in your hand.
It looks like you found a configuration (a floppy drive?) and sorta didn't really change anything. Why would you use IDE when SATA was available? Why would you have a CD burner and a DVD burner, when the latter can burn CD media?
Why in gods name are you putting high end, enthusiast RAM into an extremely low end machine? You're not even going to be able to take advantage of it at stock speeds.
Just go to Dell or another cookie cutter PC builder and buy a refurb system for $500 and call it a night.

Now if he was looking for computer advice he would just come straight out and say it not be hell bent on giving his co-worker a similar specced comp to the one he has.

my advice:
close this thread and start a new one when you know the following:
a) what your co-worker wants/needs
b) price he's willing to pay
In case you missed everyone's suggestion, here it is again (assuming he needs everything; mobo/cpu/ram/hdd/odd/case/psu/gpu/monitor/kb/mouse/xp license):
If his budget is under $750, then he should definately get a Dell.
If his budget is over $750, you should build him tisb0b's c2d suggestion, with some tweaks.

Well I can tell you part of the Windows Genuine Authentication that if you supply a machine without a valid license key it's likley that your mate will be updating the machine via windows update and when his machine goes though WGA he will be offered a few options.
1. Buy the license.
2. Give the name and address of the person/company that supplied the machine, and get a copy free then microsoft will come after you for the licensing fee.
