I just graduated from USAF basic military training, so I'm still catching up on whats new and such. I'm now in tech school and am going to build a low budget rig for as much gaming as I can get for my money(there is not a lot to do around here). I have a great rig back at home being used by the wifey because its too expensive/big to use here. I'm trying to stay within $500-$600 shipped. This includes the operating system, everything but the kb, mouse and monitor.

Case: LIAN LI PC-V351B Black Aluminum MicroATX Desktop Computer Case $89.99

Aluminum, cheaper, free shipping, overall better quality.

Motherboard: BIOSTAR A785G3 AM3 AMD 785G Micro ATX AMD Motherboard $64.99

This got plenty of good reviews, it looks solid to me and I don't need anything fancy.

Processor: AMD Athlon II X2 240 Regor 2.8GHz Socket AM3 65W $56.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16819103688
Agian, nothing fancy, fits my budget and seems solid to me.

RAM: G.SKILL 2GB (2 x 1GB) 240-Pin DDR3 SDRAM DDR3 1333 $64.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231134
Only going with 2gb at the moment because of budget restrictions and I wont be gaming at high end graphics, I can always upgrade this later if I absolutely had to have 4gb.

Video Card: HIS H567Q512 Radeon HD 5670 512MB PCI Express 2.1 x16 $89.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16814161319
I wont be playing any new games on any crazy high settings, the monitor I'm using only goes up to a x900 resolution so I don't need anything very powerful. It didnt get great reviews but it seems most people were complaining about it being DOA or not playing games on high settings. I'll most likely be playing offline games and older games but I would like to play new games too, but no WoW or Crysis and those sorts of games, if I really want to play them I'll settle for low settings, not a big deal at the moment. I'm very open to suggestions on this video card though, the price was good on it though.

PSU: CORSAIR CMPSU-400CX 400W ATX12V V2.2 80 PLUS $49.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16817139008
A much better psu than I had originally picked and has a MIR that brings it down to $29.99

Hard Drive: WD Caviar Blue WD1600AAJS 160GB 7200 RPM SATA 3.0Gb/s 3.5" $39.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16822136075
Nothing fancy, just enough to install a few games on and put some music on, I wont be downloading anything really for my stay here(using my droid for internet on the computer :D)

Optical Drive: Sony Optiarc DVD Burner with LightScribe Black SATA OEM $21.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16827118032
Inexpensive, works, matches color of case, out of stock.

OS: Windows 7 Home Premium 64-bit 1-Pack for System Builders OEM $99.99
http://www.newegg.com/Product/Product.aspx?Item=N82E16832116754
Now that I can actually afford to buy windows, I'm going to use it. Not really much to say here unless there is something I'm missing which is very well possible.

Grand Total: $578.41 Shipped: $600.xx

I need some reassurance that this will be a good build for my needs. I'm open to any and all suggestions as I probably wont be ordering anything until at least the end of the month or even after the 4th of july when I phase up and have more freedom. But I'm going to be using this build every day for the next 6 or so months and then passing it on to my wife when we move in together.
I am a little worried about my video card choice though, I'm pretty far behind on whats new but I think that I read somewhere its a good budget choice. I can always upgrade in the future if I wanted to but for the while I would be more than happy to have it. I'm not sure what games I'll be playing on it, but if I do get to play any new/online games chances are its going to be eve-online or champions online. Doubtful any counter strike source because I cant really download anything with this internet connection.
Thanks in advance, I look forward to any advice and help.

P.S. Its good to be back.

If you change nothing else, drop the FSP Group power supply for the Corsair CX400. While the Corsair is a bit more expensive, it is a far better quality PSU.

For a bigger bang per buck, look for a few NewEgg combo deals -- I know for certain that you'll find some for the processor and OS.

Points of concern for me:
Case, GPU, PSU, HDD.

HDD:
For $10 more you can get the 500gb single platter Caviar Blue drive.
PSU:
As suggested above, go with the Corsair 400W
Case:
That is quite an expensive case just to have something small.
This Lian Li PC-V351 is a little cheaper and much nicer looking IMO.
GPU:
If you can I would try to spend a little more and possibly grab a 4850 or 5750.

Alright you've sold me on the case and the psu. Thanks for pointing that Lian LI case it looks much better than the one I picked. And I've been nothing more than happy with my past 2 corsair psus. However I'm crunching numbers and if I spend about 110 more dollars I can upgrade my cpu and mobo to i3. Is it worth spending more to get these?

Simply? No, if you want to spend a bit more money you could consider the Phenom II X4 or just the Athlon II X4.

Something I'm kind of wondering about this build is, why do I have ddr3 ram? I mean for these specs doesn't ddr3 ram and a mobo that supports it kind of seem useless? I don't really save any money if I use a mobo that supports ddr2 and 2gb of ddr2 ram.

Confused by your last sentence but the reason you use ddr3 is because your motherboard is AM3. DDR2 is pretty expensive you won't really save much by going with an AM2+ board. Stick with the DDR3.

Thats what I was getting at, last time I looked at ram ddr2 was cheap. That's what I was confused about, thanks.

As much as I like G.Skill, I can't recommend them for this setup when equally performing RAM is $13 cheaper:
$55 - Patriot 2GB DDR3 1333 RAM

I'd spend the extra $1 for a little clock speed increase:
$59 - AMD Athlon II X2 245 CPU

At close to $47 shipped, that WD1600AAJS drive is a piss poor buy considering that the significantly faster WD5000AAKS is only $8 more with free shipping:
$56 - Western Digital WD5000AAKS 500GB 7200RPM SATA 3.0Gb/s Hard Drive

We're talking triple the speeds here over the WD1600AAJS.

At $97 shipped, that HIS card is very pricey considering that the significantly faster HD 4850 1GB can be had for only $13 more:
$110 - XFX HD-485X-ZNFC Radeon HD 4850 1GB PCI-E Video Card
