I have tried turning the volume up in all of the programs that have sound as well as turning up windows sound. is their an app to boost the sound level?

In the worst case you may be able to enable "loudness" under "advanced" in the windows volume controller, which could help. I'd recommend updating your sound card or Codec driver as well.
