I enabled this setting on my motherboard and it increased GPU performance 1-3% (potentially more in other scenarios) on my 4090 in my limited testing. The only information I found online is that it allows full utilization of the PCIE bus and reduces latency.

What does this setting actually do and is there any downside to it?
