Best performance under $700

Looking for a laptop under $700 for a friend. But he has a very strict budget, can't go up to $750 or $800. He's not a big gamer but he would like to run moderate games (Sim City, for one) at decent settings.

Currently the best deal I see is a U410 with a low-voltage i7 and a gt610M. But the 610 is a bit on the weak side.

It can be a 14-16". Nothing too big, as he goes to uni and will be carrying these around campus.

Any suggestions currently? Or should I tell him to wait?
 
Too bad it's a strict $700 budget. The $800-$900 range has a couple of IB i7 and gt 650m options.

I found a couple of $700-ish gt 640m models with i3 processors on google shopping, but I'm not sure if you'd like those vendors.

If open to refurbs, that might get you something with a faster CPU and graphics.

for $735 shipped back in September. Best machine I have owned in terms of laptop performance that did not break my bank lol. Machine was brand new from Dell Outlet.

This is probably your best bet: Acer Core i5-3230m and a 2GB Geforce GT GT 730M. $630
