Worse has to be either Final Fantasy Mystic Quest or Final Fantasy VIII thanks to its horrible battle system and premature ending of the story.

I'd say the ones to avoid are Final Fantasy XI if you are afraid of a real MMORPG (no Wow players here) and Final Fantasy V (I was bored the entire time).

FF4 is definately my all time favorite, had the most character development of any game period, the most sacrifice and the plot always stays on course, surprise after surprise until the end. Also it was the last FF (i believe) to actually give different spells casting times. Firaga takes a hella lot longer than Fire to cast, and Meteo takes forever. I HATED how in FF6 every spell took the same amount of time as a melee attack to cast. Cure? Holy? Meteor? Blech.

They are all flat and boring: the confused young girl, the general who doubts her actions, the mysterious ninja, the quirky old man, the all-brawn no-brains warrior, the noble night, yadda yadda yadda. It's also too easy to get way overpowered: Genji Glove + Offering, Economizer + Magic Box. Edgar and Sabin are overpowered in that they can both eventually do 9999 damage every round for free.
However, I will give it that it has some fantastic lines: "I'm not Mr. Thou!!" "Wait he says, what do I look like, a waiter?" "Run run, or you'll be well done!" I know there are more that I can't think of.
I'm going to to say it's a tie between 4 and 7, because in both the plot is interesting and well-streamlined. FFVI meanders a lot, like the whole bit with the train and the opera. It's cool, but I think that the lack of focus on the plot hurts it. FFIV and FFVII have their little side-bits, but they always tie in with the plot as a whole.
Although, FFV is close behind. I really like that game because it dares to be dark and difficult, and the combat system is pretty interesting with the whole class/ability thing. You can come up with a lot of really cool combinations.
If anybody reading this has never played 5, you owe it to yourself to do so.
edit: also on the FF5, there are two optional bosses akin to the weapons in 7. I've never beaten them, they are far harder than Weapon, which is a cool additional challenge.
