Q9650, everything stock, Intel HSF, case open

getting 80-71-74-75 on prime95 load

normal or not?
 
Ambient temps? They look a bit high, but not terribly bad considering you're running the stock cooler.

our AC is set to 75F

i tried reseating the HSF several times and couldn't do any better so i hope those temps are alright
 
High for us but I bet also the Enhanced Intel Speed Step (EIST) or whatever they are calling it now (fan speed control) is on in the bios. It will normally trade off increased operating temps in favor of reduced noise and let the CPU run closer to the Intel thermal design limits and only crank the fan speed up to %100 when Tjmax is reached. This is a valid strategy for stock systems. So not bad temps all things considered and indicates the stock heatsink is properly installed.

EIST has nothing to do with fan speed. You're referring to the motherboard's PWM fan speed controller ;).
