I have an E4300 and a P5B. I disabled E1C and SpeedStep in the BIOS, and now when my comp is idle my CPU is at its normal speed, but throttles down to a 6x multiplier when I run SuperPi. Anyone have any idea what's wrong?

Sounds like your bios setting did not stick. Did you go back to bios and check it again since you set it? Also, is it the latest bios?

Set your Power Management profile in the Control Panel to "Always on/ Desktop computer" and that might help.

What program are you using to report your multiplier? CPUz 1.40 usually gets it right. Show us a screen shot while running SuperPI or Orthos.

What are you temps under load as reported by coretemp or speedfan ?

I suspect TM2 (Thermal Monitor 2) is not disabled in the bios. (and perhaps that is a good thing atm).

When Thermal Monitor 2 is enabled, and a high temperature situation is detected, the
enhanced TCC will be activated. The enhanced TCC causes the processor to adjust its
operating frequency (by dropping the bus-to-core multiplier to its minimum available
value
) and input voltage identification (VID) value. This combination of reduced
frequency and VID results in a reduction in processor power consumption.

Well Bill it turns out you were right, the CPU was throttling because of insane 100C+ load temps. Reorientated the heatsink 90 degrees, and my load temp dropped to 60. Thanks a lot guys :)
