can my truepower handle an i7 build with 12gb ram and gtx260 in tri-sli, and possibly a 8800gt for physics
 
I believe you're referring to the TruePower Quattro 1000W, in which case it will be enough.
 
when i got it people told me the fact the the 12v rail was broken into 4 was a bad thing

You can use molex to PCI-E adapters to give you the additional connectors you need.
 
It's doable but a pain in the ass. Were I you I'd forget about Tri-SLI due to the poor performance increase for the cost relative to standard SLI and massive amount of heat generated. Combine this with the fact that your PSU was never designed with it in mind, and it's really sounding like a bad plan.

I ran 8800 GTX Tri-SLI on a TruePower Quattro 1000w for a month or two and regularly ran in to serious stability issues under load, so I'd say the thing was riding the ragged edge. No problems with 2 cards -- and I swapped them around to make sure it wasn't a bad card, too. It's a decent PSU, but it's no Thermaltake Toughpower 1200w or Corsair 1000HX.
 
Just to clairify, I'm not saying that the the Quattro 1000w won't output 1000w DC, just that the way its rails are split was never intended for 3 GPUs. With 3 GPUs one ends up running entirely off the "accessory" rail you plug SATA / MOLEX cables in to (along with any drives you have) and over-loads it under load. There's plenty of power, it's just not getting where it's needed in those configurations. That's a big part of why I'm usually such a hardcore single rail advocate. Got a great deal on this though so I can't really complain in this instance.

The OCP on some units has been bumped to 25A....I doubt that you are going to trip that with a few hard drives and a single GTX 260. A hard drive or 2 and an optical drive plus a GTX260 shouldn't trip it at 18A either.

Sadly mine isn't one of those, but an original run unit. Not sure which the OP has.

Not sure if I was tripping OC protection with 8800 GTX Tri-SLI, but the card wasn't getting enough / consistent power. When I loaded all three cards heavily the buzzers built in to them to warn against a lack of power would go off and I would get horrible framerates / instability as they all clocked back automatically. This didn't always happen, and not in all titles, but it was frequent enough that I didn't stick with Tri-SLI for that reason.
