ok so i got a prescott 3.2ghz and i'm using the stock heatsink... shouldn't that heatsink be hot to the touch or if anything atleast warm?

wow...that idle temps? Thats almost 140F....way to hot. My guess is that your not making goot heatsink contact... imporper instalation of thermal grease maybe? Thats would explain why your processor is hot and your heatsink is not, the heat is being pulled onto th heatsink very well. Heatsink cooler = processor hotter. I would say take off your heatsink, clean it and your processor up, and put on a fresh coat of AS5.
 
Although that is too hot for idle (it might be ok for a prescott w/ load) I dont think the tips of the heatsink fins will be very hot. It would be a horrible idea to judge temperature by touching the fins, a few inches away from the actual die.
