Four 7200 rpm hard drives

There are psu's that can handle 700 watts and then there are 700 watt psu's. What 700 watt psu are you using?

QFT. Not all 700W PSUs are the same. Some 700W PSUs can barely provide 400W of power cleanly whereas some can provide 700W and extra cleanly.
 
OCZ GameXstream 700w

Looking at the Corsair 850 now. Since I get a random 0x00000119 blue screen every once in awhile when the GPU starts a game. The extra drives may compound it.

You could have a defective GPU or RAM. So run ATI Tool or Furmark to stress test the video card and Memtest for the RAM

However, do note that your OCZ GameXStream 700W is good for about 500W, extremely close at 600W and not good for 700W. Try removing all the unnecessary hard drives and see what happens.
 
The OCZ GameXStream 700W is rated at 25C & performance falls off rapidly above that, so until you can get a better PSU, make sure to keep your case extra cool, also reducing all OC'es will help a lot.

Yep that should be fine, I would recommend getting a kill-a-watt to see the usage!
