There is no definition here what the "adaptive" part means, but I am going to go out on a limb and guess it is a concept that avoids filling in generated frames when that would exceed the max refresh rate of the screen.

Currently, if you have a 120hz screen, and use 2x frame gen, you only get 60fps in native frames with every other frame generated. With 4x frame gen it is even worse. If you have a 165hz screen, 4x frame gen will drop you down to 41 native fps, and generate everything else, even when your GPU has the power to render more frames.

My educated guess is that this tries to solve that problem, by prioritizing native frames, and only generating frames when this can be done within the refresh rate of the screen.

That would be a cool development, because as it stands right now, in the vast majority of cases I'd just leave frame gen off, but if I could configure it to only jump in and generate a frame when needed, and it is able to fit one in within the refresh rate of the screen, that would be pretty cool.

I bet it would be a challenge to do that such that it remains smooth though. I could easily see that cause stutters as it struggles to decide when to, and when not to generate a frame.

Yeah, it's quite cheap though ($7). I bought it to mess around with, works okay but not as good as native DLSS FG/MFG. I've heard people had decent results with it on Steam Deck, or for playing emulated games.

Yes but it is good for some things. I would not use it for gaming if you are struggling as it has noticeable overhead that makes the struggling native FPS even worse, but I do use it often for youtube and occasionally for movies when I am not in a mood for the authentic 24fps film look.
 
I bought it back in like 2020 for some experimentation. It was way cheaper back then, but I can't remember what I actually paid. $2.99?

It works as advertised. Don't expect it to be awesome though. Hardware scaling/frame gen is always going to be better if available, and even that is not amazing.
