IMO the best entry level video card. Has lower idle and load TDP than anything else, fanless as you'd prefer, can bitstream Dolby TrueHD or DTS MA over HDMI 1.3, accelerates 1080P and can apply image sharpening with no hitches.

What ARE you going to use it for? If its just to display 2d on a monitor, find the cheapeast card you can find. If you are doing stuff with video, decoding, etc then your options change.
 
Radeon 5450 is the cheapest passively cooled card that you'll find i think.

I agree with this, except the 5450 might be cheaper than the hd4350 in some cases.

HD4350-->HD5450-->everything else in the order you listed

low TDP-->high TDP


Though the difference between the HD5450 and the HD4350 is marginal in terms of TDP (2-3W, something a large coin could probably dissapate, so completely irrevelent).

If you are going for any interlaced content, specifically at 1080i, go for the HD5550 or HD5570 (over the air is probably the only remaining source). Otherwise, it's a toss up between the HD5450 and HD4350, based on whichever is priced lower when you are buying.

OR, if you have a reciever that can recieve DTS HD or Dolby HD audio and have BluRay/HDDVD discs laying around... go for the HD5450.

The integrated Radeon HD 4200 with 40 stream processors can accelerate 1080p while applying image sharpening. I haven't read any articles with the HD 5450 but I think it can too.

It cannot, however, effectively deinterlace 1080i content into 1080p content :(
(using Vector Adaptive - the most visually perfect model for deinterlacing content avalible).

Some reviewers got the HD5570 to work well at this.



Though if the OP has no interlaced content to watch, a HD5450 is just fine :)

^^ I'd go with the Powercolor or the Sapphire card. I would think they all have about the same heat output. Your second most important thing should be whether or not you get the MIR.

do keep in mind that you can do more with slightly more shader power. http://www.guru3d.com/article/accelerate-x264-1080p-movies-over-the-gpu-guide/1 that is a good read if you don't know about it.

they are using a 4650 in that example, the same as a 5570 except the 5570 has a higher clock.

HD 5450 and 5570 Deinterlace Comparo

Rage3D says that the 5450 can deinterlace 1080i if it doesn't apply color enhancement. Color enhancement is not recommended anyway because it changes the mood of the content that your watching by changing the color hues, so unless color enhancement is a necessity I recommend the 5450.

Here's the cheapest 5450 available, $26 AR.
 
You can get fanless video cards for around $30 and they can do everything but extreme gaming. I have an EVGA Nvidia 6200LE with no fans and right now it idles around 50°C with ambient temperature of 25°C. It's unbelievably super quiet. It plays HD videos fine. Video gaming is out of the question unless you like Tetris. I've been running it for the last 4 years or so with no problems. My case is a CoolerMaster Centurion.

No, an HD5450 would be a far better choice, or even a GT210. The old 6200LE does not have PureVideoHD of any version, only the original PureVideo which can only hardware-decode older SD files, no HD support. The only reason your HD content is running smoothly is because you may have a fast CPU to back it.

OP, do not use a video card that is 6 years old, get a modern HTPC-style card like the others have recommended such as the HD5450 or even an HD4550, both are excellent choices.
 
For really fanless you would have to go to something like S3 Chrome, since I think even Matrox still has some fans in niche/enterprise markets
 
Upgrading from fan-less MSI 2600XT to something better and still be fan-less. Some of the specs for the higher HD series seem to be slower not faster. I am more toward DVD playback and the like rather than games. There is a HIS HD 5500 fan-less but I am having trouble finding out if it is any better. I am also not sure if the MSI 2600XT is compatible with blue-ray playback. Any advise?
 
Kay I see that the HIS fan-less HD5570 is available at the same price as the HIS HD5500.

It should support the codec as long as your software and monitor will support it (HDCP).

Yeah, a 5450 is great and much more powerful than the old 2600XT for hardware decoding and cpu offloading. I wouldn't go for anything other than AMD for pure video playback, imo.

I interpret your usage scenario as "I do not play games", please correct me if I am wrong. In that case, a 5450 will be plenty for you. It can accelerate/deinterlace 1080p as well as any other 5000 series GPU. If you game casually, you may want the 5550 or 5570.
 
Maybe Xfire 5450s if they were buy one get one free lol
