Yes. It should not cause any damage to do so.
And if you can't unlock the pipes the 6800LE is still a tad better than a 6600 GT.

Evga has a step-up program, there might be another manufacturer that does as well.
You probably will not qualify for a step-up anyway, your card is really old.

Please do not use programs to overclock your CPU.
They are notorious for being unstable and won't let you overclock as high as you can.
Take about an hour and read this overclocking thread, it will tell you how to overclock the right way, through your bios.

In some Benchmarks the 6600gt beats 6800le,like over 50%.
What speeds should i would be 6800 nu?
Like if i get a le what are the chances i can get nu speeds.
 
I think the chances of getting your LE to at least NU speeds/pipes is pretty good. I had the Leadtek one from newegg and got 4 pipes to open and both extra vertex units. Clocks to about 350 core and 750 memory. That should beat a 6600GT I would think.
