*Update* My mother just gave me $1000 cash to spend on a new computer, suggestion?

My mother asked that I would update her Pentium 3 build that shes had for ages. She doesn't really use or have a TV, so she watches a lot of internet TV from her bedroom
What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc.
My Mother does a lot of web surfing such as places she should not link too (get rich websites and what not). It's rather annoying because shes one of those Chain email forwarders that I tend to delete instantly as I receive them (mostly of health notification on miracle pills and the lot). She doesn't do any photo-chopping but she likes to upload her pictures of her grandchildren. As for Gaming, yes, she likes to play the most recent games possible, believe it or not, but she doesn't have a computer that will do that now. She loved playing Doom, Half-Life and Graphic Adventure games like Myst.
2) What's your budget? Are tax and shipping included?
Budget is around $500, though she would be flexible for the increase in cost for the necessary performance/part change.
3) Where do you live?
Washington State
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Necessary: CPU, RAM, Case, Graphic Card, Hard-drive, Blue-ray drive and OS
Other potentials are: Interface card for Portable hard-drive, Bluetooth/wireless internet connection card, or a Sound Card of some sort.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
She has a motherboard, power supply, and portable Harddrive which are:
ASUS P5Q Deluxe LGA 775 Intel P45 Intel Motherboard, Corsair TX750W, and WD 1 TB portable Hard-drive.
6) Will you be overclocking?
Not sure at the moment.
7) What size monitor do you have and/or plan to have?
She has a 24 inch ViewSonic LCD monitor
8) When do you plan on building/buying the PC?
As soon as I figure out what parts to get.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video? etc.
No raid or anything special, just enough function to access her portable Hard-drive and what ever she needs in order to interface with the current motherboard.
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
She currently has a 32bit XP Professional, but she want to upgrade to the new Windows 7 64bit version.
My Mother would be excited if she would get the opportunity to go and by a PC game that she can take home after work and play into the wee-hours of the mornings, she's like that. She'd probably start playing World of Warcraft if she could. My Mother loved to sit and watch me play WoW when I was into it.
