Ive been having a little problem trying to overclock my cpu to a higher speed. I set all the cores to 46 and then the cpu votage to 1.20 and it wont let me load up windows. Ive tried going down to 4.5 aswell and nothing.
 
Restore optimized defaults from the bios. Then try something reasonable first, like 38, 40 or 42 first. Let us know how that worked.

Should i change the CPU voltage as well?
 
I'd leave it at 1.2V and go from there. Hard to give you advice since you didn't specify cooling.
 
Get it to boot up at say 40x 1.2v and stress test. If you pass increase the multiplier and stress test again. If it fails add a bit of voltage and retest. Its not a quick process if you want to maximize performance and stability.

Any stress test software i should be looking at?
 
I put the volt at 1.250 and cpu to 40 and the comp froze on me during the test
 
Patty, your sig says 4.4, what settings did you have when you got it stable at 4.4? Or is this a different PC?
 
With these Haswells you have to play with multiple voltages. For trying to reach 4.4-4.6GHz I suggest a 1.25 VCore, 1.8 VRIN, 1.15 RING (Uncore), and turning off LLC (Load Line Calibration).
