1) What will you be doing with this PC?
I suppose the heaviest use I put my computer to is 3d stuff (Max, Daz Studio, etc.). Next would be gaming. I try to stay a good ways back from the current crop of games, so I can shop in the bargain bin for both hardware and software. I would love to run ARMA 3 when it comes out - IF it ever comes out - but I don't think I have the budget for that. Maybe in a few months. It's also my media server for my TV, and of course, I browse the web with it.
2) What's your budget? Are tax and shipping included?
$400 before tax and shipping, though I'd prefer to use fewer vendors if possible, to save on shipping.
3) Which country do you live in? If the U.S, please tell us the state and city if possible.

USB 3.0 would be nice. I also need a lot of USB ports, whatever the speed. I've got like 6 external drives, plus I need 4 more ports open (1 each for my sneakernet externals, thumb drive, graphics pad, and DIALUP modem), and a couple more for expansion wouldn't hurt, but I figure I'm already pushing it asking for 10.
Oh, I also run a video splitter on my second monitor, sending the signal to my TV as well. I'd prefer not to have to buy another splitter for new type of connection.
I'm open to suggestions for other features.
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

For a mouse, I think the ZALMAN ZM-M300 looks okay, for an under-$20-shipped optical mouse with 7 buttons and a wheel. I'm open to alternatives. But that's all I've got on my list so far.
ETA: oh, my current video card doesn't fit well in my case; it crowds the lowest HDD bracket (or whatever you call it) so I can't use any HDDs in it. I'd prefer to have a video card that doesn't do that this time around, if possible.
