The 3 volt rail on my PS keeps droping down to ~ 2.8V... how can i stop this from happening? Before I have never seen it get below 3.2V and all the other rails are right on. What could be the problem?
 
Before you declare it a problem, I think you should use a multimeter to confirm that measurement. 2.8 volts is way too low for your computer to still be working.
 
software being good for relative values (monitoring fluctuations)
but innaccurate for definitive values, for that you need to use a Digital Multimeter
some software allows you to calibrate the displayed values, example MBM
which is quite handy if you double check it occassionally with the DMM
 
If your monitoring software is saying around 3.3V when you idle and it drops to 2.8V when you load your system, you have a problem. Otherwise, we don't know.
