I'd get a R9-270 for $180ish and overclock it.
It's basically a 7870 that's been buffed up a little here and there and performs pretty darn well for the money.
There is always the R9-270X for $200ish which is the same thing already overclocked for you but me, I'd save the money and overclock a 270.

I just replaced my GTS 250 with a EVGA 660 FTW 2GB /w ACX cooling and I love it! I can play Skyrim on max settings and BF4 medium settings. Huge upgrade.
Which resolution? What are the average frame rates?

a 670 would be around $225 and is a bit better than a 660, though a 660ti for $175 or less would be a good deal IMO.
I don't think a 7870/270/270x would get you where you feel your money was worth it, at best they seem like a slight upgrade, or a sidestep. If you are looking to stay AMD I'd save up and pay no more than $310 for a 280x, though most are backlogged so you'd probably have to wait a few weeks before actually getting the 280x.
