Mostly gaming and web browsing
2) What's your budget? Are tax and shipping included?
around 1300 still waiting on an exact price
3) Where do you live?
NJ
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Main components: HDD, CPU, Case, RAM, Monitor, PSU, Optican Drive, GPU ( I think thats everything)
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Mouse/KB/Speakers ( I Think )
6) Will you be overclocking?
No
7) What size monitor do you have and/or plan to have?
1920 x 1080
8) When do you plan on building/buying the PC?
Next couple of weeks
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? etc.
Nothing really special
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Windows 7 is included in the price.

I am going sandy bridge for this one. I am not familiar with it, so I will need help with the motherboard. I prefer an Intel or MSI. Is the PSU enough. I also just need approval for all this, to make sure its all good together. Thanks

Go with this CPU + mobo:
$295 - Intel Core i5 2500 CPU + Intel BOXDH67CL Intel H67 ATX Motherboard combo

RAM wise, ditch those Mushkin sets and go with this G.Skill set instead:
$78 - G.Skill Value Series F3-10600CL9D-8GBNT 2 x 4GB DDR3 1333 RAM

So rather than 4 sticks of RAM, you only have to deal with two sticks of RAM. This will allow room for additional RAM upgrades in the future while a little less stressful on the CPU.

GPU wise, the HD 6950 is the better value:
$300 - Gigabyte GV-R695D5-2GD-B Radeon HD 6950 2GB PCI-E Video Card

You can save $8 by going with this DVD drive instead:
$17 - LG GH22NS50 DVD Burner

PSU wise, the Antec Neo Eco should be enough for that setup.

Case wise, at $130 shipped, that Antec 902 case is a poor poor poor poor poor poor poor buy for the money. There are significantly roomier and easier to cable manage cases out there:
$80 - NZXT Tempest Evo TEVO-001BK ATX Case
$80 - Lian Li Lancool PC-K58 ATX Case
$90 - Lian Li Lancool PC-K56 ATX Case
$90 - Cooler Master CM690 II Advance ATX Case
$90 - Cooler Master HAF 922 RC-922M-KKN1-GP ATX Case
$100 - Lian Li PC-60FN ATX Case
$100 - Lian Li Lancool PC-K7B ATX Case
$110 - Lian Li PC-7B Plus II ATX Case
$110 - NZXT Whisper WHI - 001BK ATX Full Tower Case
$120 - Velocity Micro GX2-W Silver Classic Aluminum Case with Side Window
$140 - NZXT Phantom PHAN-001WT White Full Tower ATX Case
$140 - NZXT Phantom PHAN-001BK Black Full Tower ATX Case
$140 - Cooler Master HAF 932 RC-932-KKN1-GP ATX Case
