4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

Absolutely nothing.

6) Will you be overclocking?

Probably not.

7) What is the max resolution of your monitor? What size is it?

40" LED TV @ 1920x1080 @ 60Hz

8) When do you plan on building/buying the PC?

Over the next two months. Buying as super deals come in.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

USB3, SATA 6GB/s. Not really many bells and whistles.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

No. But I will get one outside of the build price. It will be Windows 8.1.




Budget:
Case - $100 (Corsair Carbide 400R)
PSU - $60 (Corsair or EVGA 750W depending on rebates and sales)
Video Card - $200 (???)
Memory - $150 (8GBx2)
SSD - $200 (500GB Crucial or Samsung)
CPU + Mobo - $400 (Microcenter i7-4790K + Mobo [of combos which should i go for? LINK])

The parentheses are what I'm thinking but by no way are they set in stone. I'm reusing nothing from my old 2006 Opteron build. I have a display, keyboard, mouse, amplifier, speakers, etc. Basically just the tower is this build.

I'm not a fan of LEDs, goofy looking plastic cases, or any of that, just a nice clean build.

Any recommendations???

I'd reallocate money from CPU/mobo to graphics card, for example, the 4690k combo for $300 ish after rebate, and put 300 or more into a GPU.

Ive also never needed more than 8gb of ram unless adobe shockwave flash crashes.

So with those changes, you could spend 350 on a gpu and get a gtx970.

Generally not the best way to build a PC unless you know exactly how good of a deal a part is without having to ask anyone. Nor can we really effectively help you since deals on certain parts and availability can easily trump whatever recommendations we make. With that said, I can make some general recommendations rather specific recommendations:

Case - $100 (Corsair Carbide 400R)

At $100, the 400R isn't the best choice for the money right now. Now if it was like $70, then yes it's a good choice. But at $100, there are better cases like thf ollowing:
$100 - Phanteks “Enthoo Pro Series“ Black ATX Case

PSU - $60 (Corsair or EVGA 750W depending on rebates and sales)

The only Corsair PSUs I would recommend for a non-low budget build are from their HX and AX series as well the i versions of those series. The rest are...not good enough IMO. As for eVGA, only get the 750W PSUs that's actually be reviewed by JonnyGuru.com as those are generally the good ones. However, since you did not mention plans for SLI nor do you have a monitor where SLI is really needed, you don't need a 750W PSU. You would be fine with a good quality 550W PSU from Seasonic, XFX, etc.

Video Card - $200 (???)

Yeah that price point fluctuates a lot.

Memory - $150 (8GBx2)

Cheapest 2 x 8GB DDR3 1600 set you can find. Timings don't matter and no you won't notice a difference between DDR3 1600 and DDR3 2400.

CPU + Mobo - $400 (Microcenter i7-4790K + Mobo [of combos which should i go for? LINK])
