It does have a riser card, you can see it in the first picture. The only issue is I do not see a cutout for the PCI slot. You could either cut this out yourself, or just remove the backplate as its completely removable as a separate piece.
Another vote for Ubuntu. I just started using linux and tried to start with Fedora Core 6. ATI driver support with linux is really bad and I couldn't get Fedora to play nice with my X1900XTX for the life of me after changing my xorg.conf for hours. Ubuntu worked out of the box for me. :)

Your right :) I was comparing the fan to a stock AMD HSF while I had my PSU disassembled and mistakingly thought the AMD HSF was 80mm. I havent used 80mm fans in years, 120mm ftw! I'm gonna see if I can find an 80X80X15 fan now. ;)
