You may not need a 9600 pro. Try to look for a used TI4200. You should be able to play HL2 with a TI4200 on low settings. This will allow you to maybe get s hd with 8MB cache or upgrade something else.

I'd definately go with PHPBB. Thats what I use. There are MANY mods and styles availible for it and it is fairly easy to modify.

What I've done for my site was just placed a 16x16 icon name "favicon.ico" in my root directory. That seems to work in most browsers.
