Oh for sure. Realistically there are no efficiency differences between the 7950X and 7950X3D. You can def tune the 7950X to a similar level, of course that does mean forgoing a tiny amount of performance too.
I have a different take. I'm actually quite pleased because I actively do want a 'best of both worlds' cpu. I do use my personal machine for work occasionally (software development), but even when gaming I have an inordinate number of other apps, browser tabs, videos going on another monitor...

My feelings are that NVME 5.0 is about as relevantly useful as PCIE x16 5.0. ie Not. The only difference for me (and why I prioritize PCIE x16 5.0) is that over the lifespan of the motherboard there is a realistic chance that I upgrade the video card 2 to 3 generations from now (5-6 years)

By and large, no. There may be an application or two that benefits from the massive cache but they would be few and far between.
In fact, in general these processors will very likely trail the non 3D parts, just like last gen, for productivity apps.

I would go windows 11 only because I am a very simple user of the OS and that simple functionality is fine in W11. I will also be using an HDR display device and that is one area where W11 is dramatically better tuned than W10.

I feel calling it a poor showing is overly critical. And I say this as a pretty much certain 4090 buyer. It would be a poor showing if they priced it a few hundred cheaper than the 4090. It is six hundred dollars cheaper. At a minimum.
