There is a performance hit with the coolant you are using compared to water. Not sure how much. There might be some other problems with pc ice.

Yeah, it is safe. I have 3/8" ID Tygon r-3603 stretched over 1/2" OD barbs and also 1/2" ID stretched over 5/8" OD barbs. No need to heat the tubing up, I just forced it on there. Been running without hose clamps this way for over 3 years.
http://www.mcmaster.com has several flow-control tube clamps in plastic or metal on page 152 of their catalog. I made my own out of scrap materials I already had laying around. I used some 1/4" aluminum rod and some 8-32 nylon screws to make mine.

What pump did you buy? The Eheim 1250 has 3/4" (suction side) and 1/2" (pressure side) barbs on it. You can probably force fit 1/2" ID tubing onto the 3/4" OD barb and not have to change out any fittings.

A conformal coating would be best but can get expensive depending on what type you use. You can probably get away with using a laquer based electronics sealer if you are very careful with its application.
