Then you should probably be asking them to install support for that language, or be doing it yourself. I pretty much doubt noone else can do anything about it, if you want to type in japanese and are using a computer that doesn't support it... But anyway, I doubt that would have anything to do...

Not really, it just means that you should install japanese support on your OS... then you would be able to read it, and even type it.
