Dont try to mod them, your chances of success are minimal. The heat pipes are depressurized and have a vary small amount of water in them. If the heat pipe is cracked, it will not longer work.
It uses two 512MB 400MHz standard notebook SODIMM modules. I would recommend upgrading to 2GB and turning memory paging off for improved performance for your application.

Could be a stalled heat pipe(s). Is it possible for you to lay your rig down on its side with the tips of the heat pipe pointing straight up. Then check your temps again.

If you look at the specs for Q9550 processor you'll see that the acceptable voltage is 0.85V – 1.3625V. So, your voltage is not below spec if that's your question.

There's no PLC standard presently, ITU G.Hn is in development. If you stick with the same brands then it will have the best chance of working. Interference can effect PLC performance, noise on the powerline such as motors or HAM band radios. So YMMV.
When I run windows performance rating my screen flashes to black but returns. Then I get a wierd AI Suite error. But the benchmark will complete. If you have AI Suite running, you may try disabling it for the test.
Do you have "right of way" to run fiber from your home to your business? If you don't, fiber is not an option.
