Problem solved! I went into the advanced submenu for the WLAN driver and changed Wireless mode from Auto to IEEE 802.11b. That somehow did the trick, no more freezing and stuttering!

Got rid of the tearing! Installed Rivatuner and ran D3Doverrider. Apparently the ati control panel can't override vsync settings for all games.
Only problem now is slight input lag, not too uncommon when Vsync is on. Any tips on how to improve this?
I've done some more testing. The tearing problem does not appear in every game. I've tested Fallout 3 and Amnesia: The Dark Descent and there is no tearing there.
The game I have problems with is X3: Terran Conflict. Tried it in Windowed mode but no difference from fullscreen.

Thanks for the replies. I found the error, in MSI Afterburner the memory clock had been set to 950 MHz, when in fact it should be set at 1900 MHz stock in that program. The card performs much better now, went from 15 to 36 FPS in the Heaven benchmark (1920x1200).
