I would not go for crossfire, alltough it does not slow down games as much as SLI can it is not desirable because you barely get any preformance increase, I would have just gone for a single powerful nvidia card, at least until AMD brings out a more powerful GPU.

I had the same problem and it was due to a power surge in the I/O port that also took out a wireless mouse that was charging and a memory stick to fix the problem i also tried all of the above
so try different speakers, if you have an internal speaker you may have pulled it out when hooking up...
You might see some improvement over Intel HD audio if you get a soundblaster audigy or extreme music (if you plan to do this dont get an OEM version of the X.M due to the terrible driver support(It dosent come with the driver CD in most cases and creative dosent have the driver on their site))

corrupt drivers are usually the direct cause of BSOD's that or a failing motherboard, if you have OC'D your GPU that could also be the cause i have experienced BSODs after OCing my graphics card but the issue was resolved after reverting to stock speeds
It is seriously unlikely that you can build a complete system for that much, this looks like an upgrade job to me If you please post your two PC's complete specs i could help you further.

The artic freezer pro supposedly does have thermal pad and if it does no you will not have to apply the artic silver once installed the thermal pad just melts over the hot CPU the TX2 also employs the thermal pad.
