Honestly, if I were in your shoes, I would blame myself. You should have tested when you got them period. If I were the seller, I would be willing to help you out some with a discount or something of that nature, but all in all, you got them, sat on them for months and its not the sellers...

I am runnin 2 evga 660's, highest I can score OCed all around in 3dmark11 P10213. As far as the performance of a single 660, 6500-7000 3dmark11. I would say the 660 is just a bit better than my GTX 480 but the 480 handles AA and AF a bit better.
