Looking at my test history on pingtest.net, I almost certain that it is caused by congestion. Up to about 10% packet loss between 6 and 10 pm, and generally between 0 and 3% between 12am and 3am.
Now for the uphill battle in getting comcast to recognize this.

The weird thing is that while progression is artificially delayed in pvp, in pve they put none of the traditional obstacles to progression. Raiding three weeks and my guild cleared both ops in hardmode.

I can't remember any other theme park style mmo that had substantially more content at release. There are 3 ways of dealing with people like you and me, who play at least somewhat hardcore:
1- RNG - which has its problems and is what SWTOR does with pvp gear
2- Random blocks, like wow with AQ40...
While the orbital station is a bit cumbersome, it is at least much, much shorter. After the first or second time, I'd simply walk away and watch tv or something for 10 minutes.
So one or two playthroughs? that is likely some 50-60 hours, at least. sounds like a good deal for 60 bucks.

Filler is the bread and butter of MMOs. No other way to keep people who play 20-40 hours a week busy. It is just the nature of the game. Sure, the orbital station stuff is annoying. But no more annoying than the nearly 10 minute flight between undercity and the badlands, or EQs travel times.

1- it is only affected by knockbacks, stuns and mez. No roots or slows
2- It does not break if you get it full, it only prevents the next one
3- It starts ticking down as soon as you are out of stun
