The difference is that the 5820k is the new Haswell-E architecture where the 4930k is the slightly older Ivy Bridge-E arch. The 5820k build which uses the X99 chipset is going to be more expensive as everything is new and the DD4 it requires is still at a high price premium.

My last system is pretty much Identical to yours except I was running a Q8400, and have an Intel X-25M SSD. I am looking around for my drive benchmarks but I believe you should still be getting some better sequential read times..though I can't suggest any way to try and improve them.
Thanks for the comments, so I messed around in the bios some and reset my power settings to power saving, reset, put them back on high power, reset again, and now it seems to be working as it should.
